Most PMO frameworks are theoretical. This one isn't. Over several months I built a full governance system from scratch — the same discipline I'd bring to any organization on day one: a maturity model, a governance architecture, a 90-day implementation roadmap, and the live dashboards that make portfolio status visible rather than reported after the fact.
